I have found the most reliable way to send emails is to use your own servers email program.

Admin control panel -> Setup -> Options -> Email options -> Email transport method -> PHP built-in mail system

You will want to verify the following are set correctly:

SPF
DKIM
rDNS

If you have cPanel use the "Email Deliverability" to verify everything is set correctly.

If you get any rejected emails from major email providers you will want to use their bulk email notification form to notify them of your forum and be placed on their whitelist.
