Is it possible to enable this addon to go through all of the user accounts and flag by duplicate IP only, and for that flag to include accounts regardless of login date?
It could improve, and use fingerprint and cookie. And instead of sending an email, send a private message to the moderator/admin and/or create a topic in a hidden forum.
